Insecticide, Fungicide, and Rodenticide Act (FIFRA) for use of

Best Management Practices for Unused Pharmaceuticals at Health

SUMMARY: EPA is requesting public comments on a draft guidance document
entitled, Best Management Practices for Unused Pharmaceuticals at
Health Care Facilities. The guidance is targeted at hospitals, medical
clinics, doctors' offices, long-term care facilities and veterinary
facilities. EPA expects that this document will help reduce the amount
of pharmaceuticals that are discharged to water bodies.

DATES: EPA requests comments on or before November 8, 2010. Comments
received after this date may not be incorporated into the final
guidance document.

SUMMARY: The U.S. Environmental Protection Agency (EPA) is announcing
the availability of a final Geographic Information System (GIS) tool
and final user's guide titled, ``ICLUS v1.3 User's Manual: ArcGIS Tools
and Datasets for Modeling U.S. Housing Density Growth'' (EPA/600/R-09/
143F). The tool and its documentation were prepared by the National
Center for Environmental Assessment (NCEA) within EPA's Office of
Research and Development. The GIS tool can be used to modify land use
scenarios for the conterminous United States. ICLUS stands for
Integrated Climate and Land Use Scenarios, a project which is described
in the 2009 EPA Report, ``Land-Use Scenarios: National-Scale Housing-
Density Scenarios Consistent with Climate Change Storylines.'' These
scenarios are broadly consistent with global-scale, peer-reviewed
storylines of population growth and economic development, which are used by climate change modelers to develop projections of future climate.

DATES: The GIS tool and documentation will be available on or about
September 8, 2010.

SUMMARY: In this document, EPA is making a correction to the Action to
Ensure Authority To Issue Permits Under the Prevention of Significant
Deterioration Program to Sources of Greenhouse Gas Emissions: Federal
Implementation Plan; Public Hearing to be held on September 14, 2010
(published in the Federal Register on August 30, 2010, 75 FR 52916). We
inadvertently within the summary section of the document stated that
the hearing will be held in Arlington, VA. This document corrects the
location to Washington, DC.

ADDRESSES: Public Hearing: The September 14, 2010 hearing will be held
at the EPA Ariel Rios East building, Room 1153, 1301 Constitution
Avenue, Washington, DC 20460. The public hearing will convene at 9 a.m.
(eastern standard time) and continue until the later of 6 p.m. or 1
hour after the last registered speaker has spoken. The EPA will make
every effort to accommodate all speakers that arrive and register. A
lunch break is scheduled from 12:30 p.m. until 2 p.m. Because this
hearing is being held at U.S. Government facilities, individuals
planning to attend the hearing should be prepared to show valid picture
identification to the security staff in order to gain access to the
meeting room. In addition, you will need to obtain a property pass for
any personal belongings you bring with you. Upon leaving the building,
you will be required to return this property pass to the security desk.
No large signs will be allowed in the building, cameras may only be
used outside of the building, and demonstrations will not be allowed on

SUMMARY: Pursuant to the Federal Advisory Committee Act (FACA), Public
Law 92-463, the U.S. Environmental Protection Agency (EPA) hereby
provides notice that the National Environmental Justice Advisory
Council (NEJAC) will host a public teleconference meeting on Monday,
September 23, 2010, starting at 1 p.m. Eastern Time. The primary topics
of discussion will be EPA's charge to the NEJAC on incorporating
environmental justice concerns into permits under Federal environmental
laws, and EPA's draft Plan EJ 2014. This NEJAC National Public
Teleconference meeting is open to the public. There will be a public
comment period beginning at 3:30 p.m. until 4 p.m. Eastern Time.
Members of the public are encouraged to provide comments relevant to
the topic of the meeting.
    For additional information about registering to attend the meeting
or to provide public comment, please see SUPPLEMENTARY INFORMATION. Due
to a limited number of telephone lines, attendance will be on a first-
come, first-served basis. There is no fee to attend, but pre-
registration is required. Registration for the teleconference meeting
closes September 20, 2010. The deadline to sign up for public comment,

SUMMARY: The purpose of this notice is to enhance the value of the
National Climate Assessment (NCA), a project of the U.S. Global Change
Research Program, by engaging people who are interested in climate
issues and requesting specific input on the outline for the next NCA
synthesis report, to be delivered to Congress and published in June
2013. This notice refers to the NCA Objectives, Proposed Topics, and
Next Steps (http://globalchange.gov/hat-we-do/assessment/notices).
Public comments received on these documents will be evaluated and, if
appropriate, used to inform the NCA structure and process. Updates on
the NCA structure and process will be posted on the NCA Web site
(http://globalchange.gov/what-we-do/assessment) as they are available.
Comments will also be provided to the Federal Advisory Committee for
the NCA, the ``National Climate Assessment Development and Advisory
Committee,'' when it is constituted this fall. All comments will be
collated and posted on the NCA Web site.

AGENCY: Environmental Protection Agency (EPA).

SUMMARY: This regulation establishes an exemption from the requirement
of a tolerance for residues of alkyl alcohol alkoxylate phosphate
derivatives (AAAPD) when used under 40 CFR part 910 as an inert
ingredient--surfactant and related adjuvants of surfactants for pre-
and post-harvest uses and application to animals in pesticide
formulations under 40 CFR part 930, limited to a maximum of 30% by
weight in end-use products. The Joint Inerts Task Force (JITF), Cluster
Support Team Number 2 (CST 2) submitted a petition to EPA under the
Federal Food, Drug, and Cosmetic Act (FFDCA), requesting establishment
of an exemption from the requirement of a tolerance. This regulation
eliminates the need to establish a maximum permissible level for
residues of AAAPDs.

DATES: This regulation is effective August 20, 2010. Objections and
requests for hearings must be received on or before October 19, 2010,
and must be filed in accordance with the instructions provided in 40

2163-42-0) when used as an inert ingredient in pesticide formulations
applied to growing crops and raw agricultural commodities after
harvest, and when used as an inert ingredient solvent and/or surfactant
in pesticide formulations applied to animals (used for food). Lyondell
Chemical Company submitted a petition to EPA under the Federal Food,
Drug, and Cosmetic Act (FFDCA), requesting establishment of an
exemption from the requirement of a tolerance. This regulation
eliminates the need to establish a maximum permissible level for
residues of 2-methyl-1,3-propanediol.

air pollutants for existing stationary spark ignition reciprocating

of hazardous air pollutant emissions.

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule: corrections, extension of the comment period,
and additional public hearings.

SUMMARY: On June 21, 2010, EPA proposed to regulate the disposal of
coal combustion residuals generated from the combustion of coal at
electric utilities and by independent power producers. This action
makes several administrative corrections in the preamble to the
proposed rule, which were discovered after the proposal was published
in the Federal Register. In addition, EPA is providing notice that
additional support documents are available for public inspection in the
rulemaking docket.
    This action also extends the deadline for submitting written
comments on the proposed rule to November 19, 2010. This extension
provides an additional 60 days for the public to provide written
comments. EPA received numerous requests for an extension of the
comment period and this notice is the Agency's response to those
persons who requested an extension of the comment period.
    Also, in response to significant public interest in the proposed
rule, the Agency recently announced on its Web site that it will
conduct two additional public hearings on the proposed rule, one in
Pittsburgh, Pennsylvania, and the other in Louisville, Kentucky, and an
additional Webinar. Additional information on these announcements is
included in this notice.

Energy Conservation Program for Consumer Products and Certain

Statement of Policy for Adopting Full-Fuel-Cycle Analyses Into Energy

ACTION: Notice of proposed policy and public meeting.

SUMMARY: In its effort to adopt several National Academy of Sciences
(the Academy) recommendations, the U.S. Department of Energy (DOE)
proposes to modify the methods it uses to estimate the likely impacts
of energy conservation standards for covered products and covered
equipment on energy use and emissions and to expand the energy use and
emissions information made available to consumers. Specifically, DOE
proposes to use full-fuel-cycle (FFC) measures of energy and greenhouse
gas (GHG) emissions, rather than the primary energy measures it
currently uses. Additionally, DOE proposes to work collaboratively with
the Federal Trade Commission (FTC) to make FFC energy and GHG emissions
data available to the public to enable consumers to make cross-class
comparisons. DOE will hold an informal public meeting to discuss and
receive comments on its planned approach. DOE welcomes written comments
from the public on any subject within the scope of this policy
document.

DATES: DOE will hold a public meeting on Thursday, October 7, 2010,
from 9 a.m. to 4 p.m. in Washington, DC. DOE must receive requests to
speak at the public meeting before 4 p.m., Thursday, September 23,
2010. DOE must receive an electronic copy of the statement with the
name and, if appropriate, the organization of the presenter to be given
at the public meeting before 4 p.m., Thursday, September 30, 2010. DOE
will accept written comments, data, and information regarding this
announcement before and after the public meeting, but no later than
October 19, 2010.

Removing Regulations Implementing the Fish and Wildlife
Conservation Act

AGENCY: Fish and Wildlife Service, Interior.

ACTION: Final rule.

SUMMARY: We, the U.S. Fish and Wildlife Service (Service), are removing
our regulations implementing the Fish and Wildlife Conservation Act of
1980. The Act authorized financial and technical assistance to States
to design conservation plans and programs to benefit nongame species;
however, funds never became available to carry out the Act, and we do
not expect funds to become available in the future.

DATES: This rule is effective on September 20, 2010.
