Control of Air Pollution From New Motor Vehicles: Announcement of
Public Workshop for Heavy-Duty Diesel Engines Employing Selective
Catalyst Reduction Technology

AGENCY: Environmental Protection Agency (EPA).

ACTION: Notice of Public Workshop and Opportunity for Comment.

SUMMARY: A public workshop is being held to discuss the operation of
heavy-duty engines equipped with selective catalyst reduction (SCR).
EPA will be reviewing its policies regarding the operation of SCR-
equipped heavy-duty diesel engines without diesel exhaust fluid (DEF),
with improper DEF, or when tampering (or some other defect in the SCR
system) is detected.

DATES: The workshop will be held on July 20, 2010 from 10 a.m. to 4
p.m. (PST) at the California Air Resources Board, Annex 4 Auditorium,
9528 Telstar Avenue, El Monte, California 91731, and will be conducted
with the California Air Resources Board. Parties wishing to present
information at the workshop are encouraged to notify Ms. Khesha Reed at
the address noted below.
    Any party may also submit written comments either before or after
the workshop. All comments are due by August 20, 2010.

SUMMARY: The United States Environmental Protection Agency's (EPA)
Environmental Financial Advisory Board (EFAB) will hold an open meeting
on August 9-10, 2010. EFAB is an EPA advisory committee chartered under
the Federal Advisory Committee Act (FACA) to provide advice and
recommendations to EPA on creative approaches to funding environmental
programs, projects, and activities.
    A meeting of the full board will be held to discuss progress with
work products under EFAB's current Strategic Action Agenda and develop
an action agenda to direct the Board's ongoing and new activities
through FY 2011.
    Environmental Finance topics expected to be discussed include:
Financial Assurance: Cost Estimation; Financing EcoDistricts; State
Revolving Fund Investment Options; and Investments in Clean Technology.
    This meeting is open to the public, however, seating is limited.
All members of the public who wish to attend the meeting must register
in advance, no later than Monday, July 30, 2010.

SUMMARY: In 2007, the Energy Independence and Security Act (Pub. L.
110-140) directed the United States Geological Survey (USGS) to conduct
a national assessment of potential geologic storage resources for
carbon dioxide (CO2). The first requirement stipulated in
the legislation was to develop a methodology to estimate storage
potential that could be applied uniformly to geologic formations across
the United States, and then to announce the publication of the
methodology in the Federal Register. The methodology, ``A Probabilistic
Assessment Methodology for the Evaluation of Geologic Carbon Dioxide
Storage,'' was published as an Open-File Report by the USGS and can be
downloaded from: http://pubs.usgs.gov/of/2010/1127. This new
methodology incorporates comments from the public, the heads of
affected Federal and State agencies, and technical experts from Federal
agencies, institutions of higher education, nongovernmental
organizations, State organizations, industry, and international
geoscience organizations, as required by the legislation. The new
methodology will allow the USGS to assess the geologic CO2
storage resource potential for the United States. The results of the
USGS national assessment will provide important information to evaluate
the potential for CO2 storage as a mitigation option for
global climate change.

Proposed Confidentiality Determinations for Data Required Under

SUMMARY: EPA proposes to determine in this action the confidentiality
status of data required to be reported under the Mandatory Greenhouse
Gas Reporting Rule. This action describes the data categories EPA has
developed for the Mandatory Greenhouse Gas Reporting Rule data elements
and EPA's proposed confidentiality determination for each category. In
addition, this action includes EPA's proposed amendment to Special
rules governing certain information obtained under the Clean Air Act.
The proposed amendment would authorize EPA to release or withhold as
confidential reporting elements in the Mandatory Greenhouse Gas
Reporting Rule according to the determinations made in a final action
without taking certain additional procedural steps currently required.
This action also solicits comments on several key issues related to the
proposed confidentiality determinations and amendment.

DATES: Comments. Comments must be received on or before September 7,
2010.
    Public Hearing. EPA does not plan to conduct a public hearing

SUMMARY: This document notifies the public that the Administrator of
EPA has forwarded to the Secretaries of Agriculture and Health and
Human Services a draft proposed rule under sections 21 and 25(a) of the
Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). The draft
rule proposes to declare a prion (i.e., proteinaceous infectious
particle) a ``pest'' under the Federal Insecticide, Fungicide, and
Rodenticide Act (FIFRA), so a product intended to reduce the
infectivity of any prion on inanimate surfaces (i.e., a ``prion
product'') is considered to be a pesticide and regulated as such. Any
company seeking to distribute or sell a pesticide product regulated
under FIFRA must obtain EPA approval before it can be distributed or
sold in the United States. This draft proposed rule would codify the
Agency's current interpretation of FIFRA, and provides interested
parties the opportunity to comment about how it is adding prion to the
list of pests in EPA's regulations. This amendment, together with the
formal declaration that a prion is a pest, will eliminate any confusion
about the status of prion products under FIFRA. Regulating prion
products under FIFRA is appropriate for protecting human health and the
environment against unreasonable adverse effects and ensuring that such
products are effective.

SUMMARY: In accordance with the National Environmental Policy Act of
1969 (NEPA), as amended, and the Federal Land Policy and Management Act
of 1976, as amended, the United States Geological Survey (USGS) has
prepared a Final Environmental Assessment (EA) for the projects
described in this NOA. By this notice, the USGS is announcing its
availability. In addition, a Draft Environmental Assessment was
published on December 23, 2009, for a 7-day public comment period and
no comments were received.

DATES: The USGS will not issue a final decision on the proposed
projects, until after 30 days from the date this notice is published in
the Federal Register.

SUMMARY: Under the Federal Advisory Committee Act, Public Law 92463,
EPA gives notice of a public teleconference of the National Advisory
Council for Environmental Policy and Technology (NACEPT). NACEPT
provides advice to the EPA Administrator on a broad range of
environmental policy, technology, and management issues. NACEPT
represents diverse interests from academia, industry, non-governmental
organizations, and local, State, and tribal governments. The Council
will be discussing comments it is developing on the draft EPA FY 2011-
2015 Strategic Plan. The Council will also be discussing the workplans
it is developing to respond to EPA's request for advice on workforce
issues the Agency is facing and how EPA can best address the needs of

SUMMARY: The purpose of this RFI is to enhance the value of the
National Nanotechnology Initiative (NNI) by reaching out to the
nanotechnology stakeholder community for specific input for the next
NNI Strategic Plan to be published in December 2010. This RFI refers to
the NNI Goals identified from the 2007 Strategic Plan (http://
www.nano.gov/NNI_Strategic_Plan_2007.pdf
) as a starting point for
questions covering themes such as research priorities, investment,
coordination, partnerships, evaluation, and policy.
    RFI Response Instructions: The White House Office of Science and
Technology Policy is interested in responses that address one or more
of the following Questions below that are broadly categorized under
Goals and Objectives; Research Priorities; Investment; Coordination and
Partnerships; Evaluation; and Policy as related to the NNI. When
submitting your response, please indicate: (1) The question(s) you are
answering, and (2) which of the four NNI goals to which it applies.
Please be specific and concise.
    Responses to this RFI should be submitted by 11:59 p.m. Eastern

Carbaryl; Order Denying Washington Toxics Coalition Petition to

SUMMARY: This order denies a petition requesting that EPA revoke all
pesticide tolerances for carbaryl under section 408(d) of the Federal
Food, Drug, and Cosmetic Act (FFDCA). The petition was filed on January
10, 2005 by the Washington Toxics Coalition (WTC). This order also
informs the public of the availability of a response to WTC's petition
to cancel all uses of carbaryl.

DATES: This Order is effective July 2, 2010. Objections and requests
for hearings must be received on or before August 31, 2010, and must be
filed in accordance with the instructions provided in 40 CFR part 178
(see also Unit I.C. of the SUPPLEMENTARY INFORMATION).

SUMMARY: EPA has established registration review dockets for the
pesticides listed in the table in Unit III.A. of this notice. With this
document, EPA is opening the public comment period for these
registration reviews. Registration review is EPA's periodic review of
pesticide registrations to ensure that each pesticide continues to
satisfy the statutory standard for registration, that is, the pesticide
can perform its intended function without unreasonable adverse effects
on human health or the environment. Registration review dockets contain
information that will assist the public in understanding the types of
information and issues that the Agency may consider during the course
of registration reviews. Through this program, EPA is ensuring that
each pesticide's registration is based on current scientific and other
knowledge, including its effects on human health and the environment.

SUMMARY: Section 5207 of the Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users (SAFETEA-LU) established
the Surface Transportation Environment and Planning Cooperative
Research Program (STEP). The FHWA anticipates that the STEP or a
similar program to provide resources for national research on issues
related to planning, environment, and realty will be included in future
surface transportation legislation. In Fiscal Year (FY) 2011, the FHWA
expects to seek partnerships that can leverage limited research funding
in the STEP with other stakeholders and partners in order to increase
the total amount of resources available to meet the Nation's surface
transportation research needs.
    The purpose of this notice is to announce revisions to the STEP
implementation strategy for FY 2011 and to request suggested lines of
research for the FY 2011 STEP via the STEP Web site at http://
www.fhwa.dot.gov/hep/step/index.htm
in anticipation of future surface
transportation legislation.
