ACTION: Advance notice of proposed rulemaking (ANPRM); extension of

SUMMARY: EPA issued an ANPRM in the Federal Register of December 23,
2009, concerning the initiation of rulemaking to increase public
availability of the identities of the inert ingredients in pesticide
products. Two requests for a 90-day extension of the comment period
were submitted by the Responsible Industry for a Sound Environment and
Syngenta Crop Protection, Inc. Based on these requests, EPA is
extending the comment period for 60 days, from February 22, 2010, to
April 23, 2010.

petition it received under section 21 of the Toxic Substances Control
Act (TSCA). The petition was received from an individual on November
19, 2009. The petitioner requested EPA to ``establish regulations
prohibiting the use and distribution in commerce of Hevea brasiliensis
baled natural-rubber for the manufacture of tires, wherein said rubber
fails to satisfy The American Society for Testing Materials method ASTM
D1076-06 (Category 5).'' The petition states: ``Implementation of an
EPA regulation that guides tire manufacturers to use Hevea brasiliensis baled natural-rubber that satisfies ASTM D1076-06 (Category 5) may affect the incidence of Hevea
brasiliensis natural-rubber allergies and allergy induced autism.''
After careful consideration, EPA has denied the TSCA section 21
petition for the reasons discussed in this notice.
