National Volatile Organic Compound Emission Standards for Aerosol
Coatings

AGENCY: Environmental Protection Agency (EPA).

ACTION: Final rule.

SUMMARY: This action amends the National Volatile Organic Compound
Emission Standards for Aerosol Coatings (aerosol coatings reactivity
rule), which establishes national reactivity-based emission standards
for the aerosol coatings category (aerosol spray paints) under section
183(e) of the Clean Air Act. These amendments add compounds and
associated reactivity factors to Table 2--Reactivity Factors based on
petitions EPA received from regulated entities, and clarify which
volatile organic compounds are to be quantified in compliance
determinations. Additionally, this final rule makes certain changes
related to the notice required for a company to certify that it will
assume the responsibility for compliance with recordkeeping and
reporting requirements for a regulated entity, and it also addresses
which party is liable following such a certification. Further, in this
action we make minor revisions and corrections to the aerosol coatings
reactivity rule. Finally, in this action we are extending the deadline
for submitting the initial notifications required in one section of the
aerosol coatings regulations for 30 days, until July 31, 2009.

DATES: Effective Date: This final rule is effective on June 23, 2009.

SUMMARY: The Environmental Protection Agency (EPA) amends the EPA
Acquisition Regulation (EPAAR) to update policy, procedures, and
contract clauses. The proposed rule consolidates the EPAAR physical
property clauses (Decontamination, Fabrication, and Government
Property), re-designates the prescription number in the data clause,
and updates the roles and responsibilities of the contractor, DCMA and
CPC.

SUMMARY: The Environmental Protection Agency (EPA) Science Advisory
Board (SAB) Staff Office announces a public meeting of the Clean Air
Scientific Advisory Committee Oxides of Nitrogen (NOx) and
Sulfur Oxides (SOx) Secondary National Ambient Air Quality
Standards (NAAQS) Review Panel (CASAC Panel) to peer review EPA's Risk
and Exposure Assessment for Review of the Secondary National Ambient
Air Quality Standards for Oxides of Nitrogen and Oxides of Sulfur:
Second Draft (EPA-452/P-09-004a). The chartered CASAC will subsequently
hold a public teleconference to review and approve the Panel's report.

DATES: The CASAC Panel will meet from 8:30 a.m. Wednesday, July 22,
2009 through 3 p.m. Thursday, July 23, 2009 (Eastern Time). The
chartered CASAC will meet by public teleconference from 10 a.m. to 12

High-Speed Intercity Passenger Rail (``HSIPR'') Program

AGENCY: Federal Railroad Administration (FRA), Department of
Transportation (DOT).

ACTION: Notice of funding availability; issuance of interim program
guidance.

SUMMARY: On April 16, 2009, President Obama, together with Vice
President Biden and Secretary of Transportation LaHood, announced a new
vision for developing high-speed rail in America. They called for a
collaborative effort among the Federal Government, States, railroads,
and other key stakeholders to help transform America's transportation
system through a national network of high-speed rail corridors. This
notice builds on this ``Vision for High-Speed Rail'' (available on
FRA's Web site) by detailing the application requirements and
procedures for obtaining funding for high-speed rail projects under the
American Recovery and Reinvestment Act of 2009 (ARRA) and the
Department of Transportation Appropriations Acts of 2008 and 2009 (FY
2008/2009 DOT Appropriations Acts), while laying the foundation for a
longer-term program to establish a network of high-speed rail
corridors.
    The evaluation and selection criteria in this notice are intended
to prioritize projects that deliver transportation, economic recovery
and other public benefits, including energy independence, environmental
quality, and livable communities; ensure project success through
effective project management, financial planning and stakeholder
commitments; and emphasize a balanced approach to project types,
locations, innovation, and timing.
    This notice describes multiple funding paths to accommodate
projects at different stages of development, while also rationalizing
the variety of statutory and administrative requirements underpinning
the program. FRA recognizes the unique challenges and opportunities
presented, and will seek, to the maximum extent permitted under law and
administrative procedures, to work collaboratively with applicants and
stakeholders throughout the process.

DATES:
    Public comments. Public comments on this notice are due no later
than July 10, 2009.
    Preapplications. Preapplications for all funding Tracks are due no
later than July 10, 2009. (FRA encourages earlier submission of
preapplications).
    Applications. Applications for funding for Track 1 (Projects),
Track 3 (Planning), and Track 4 (FY2009 Appropriations Projects) are
due no later than August 24, 2009; applications for funding Track 2
(Service Development Programs) are due no later than October 2, 2009.
