Ambient Air Quality Standards for Ozone (External Review Draft,
September 2009).

Energy Conservation Program: Test Procedures for Fluorescent Lamp
Ballasts (Standby Mode)

AGENCY: Office of Energy Efficiency and Renewable Energy, Department of
Energy.

ACTION: Final rule.

SUMMARY: The U.S. Department of Energy (DOE) is amending its test
procedures for fluorescent lamp ballasts under the Energy Policy and
Conservation Act. These amendments address the measurement of energy
consumption of fluorescent lamp ballasts in the standby mode. These
amendments do not address energy consumption in off mode, because DOE
has determined that these products do not operate in off mode.

DATES: This rule is effective November 23, 2009. The incorporation by
reference of certain publications listed in this rule was approved by
the Director of the Federal Register on November 23, 2009.

SUMMARY: This notice provides the times and locations of two public
meetings which will be held by the Coast Guard (USCG) regarding the
Notice of Proposed Rulemaking (NPRM) entitled ``Standards for Living
Organisms in Ships' Ballast Water Discharged in U.S. Waters'' that
published in the Federal Register on Friday, August 28, 2009.

DATES: Public meetings will be held in the Oakland, CA (October 27,
2009) and New York, NY (October 29, 2009) areas to provide
opportunities for oral comments. The comment period for the NPRM closes
on December 4, 2009. All comments and related material submitted after
a meeting must either be submitted to our online docket via http://

Endocrine Disruptor Screening Program (EDSP); Announcing the
Availability of the Tier 1 Screening Battery and Related Test
Guidelines

AGENCY: Environmental Protection Agency (EPA).

SUMMARY: EPA is announcing the availability of the Endocrine Disruptor
Screening Program (EDSP) Tier 1 battery of assays and availability of
test guidelines (protocols) for conducting the assays included in the
battery. The EDSP was established under section 408(p) of the Federal
Food, Drug, and Cosmetic Act (FFDCA), which directed EPA ``to develop a
screening program. . .to determine whether certain substances may have
an effect in humans that is similar to an effect produced by a
naturally occurring estrogen, or such other endocrine effect as the
Administrator may designate.'' Coordinated by EPA, several in vitro and
in vivo screening assays were developed, standardized, and validated to
identify the potential of a chemical substance to interact with the
estrogen, androgen or thyroid (E, A, or T) hormonal systems. Test
chemicals that were thought to be potentially interactive as well as
non-interactive with the E, A, or T hormonal systems were used to
evaluate feasibility of the protocols, relevance of endpoints and
reliability of results within and among independent contract
laboratories. Subsequent independent peer review of individual assays
helped to clarify the strengths and limitations of each assay and
define their modes of action involving the E, A, or T hormonal systems
within the context of the EDSP Tier 1 battery. EPA submitted a proposed
battery of assays to the Federal Insecticide, Fungicide, and
Rodenticide Act Scientific Advisory Panel (FIFRA SAP) for external peer
review in March 2008. Based on the SAP recommendation, which found the
proposed battery adequate to begin screening chemicals to detect the
potential for interaction with the E, A, or T hormonal systems, EPA is
finalizing the Tier 1 battery as proposed.

Endocrine Disruptor Screening Program; Tier 1 Screening Order

AGENCY: Environmental Protection Agency (EPA).

SUMMARY: This action announces the Agency's initiation of the Endocrine
Disruptor Screening Program (EDSP) Tier 1 screening for the first group
of 67 chemicals by issuing orders between October 29, 2009, and
February 26, 2010, pursuant to the authority provided to EPA under
section 408(p)(5) of the Federal Food, Drug, and Cosmetic Act (FFDCA).
The EDSP Tier 1 screening data required to satisfy an order are due
within 2 years of the date of issuance of the order. This action also
provides information for pesticide registrants, manufacturers and
importers of inert chemicals used in pesticide products, and the public
on how to obtain details about the orders (such as the date of issuance
and the recipients), the ``Pesticide Inert Ingredients Data Submitters
and Suppliers List'' (PIIDSSL), and how interested persons other than
recipients of test orders may submit other scientifically relevant
information on the chemicals subject to the orders.

DATES:  Order recipients must respond according to the schedules
contained in the order they receive. Persons other than order
recipients who wish to submit other scientifically relevant information
related to one of the chemical-specific orders should submit
that information within 90 days of the order issuance date.

Integrated Risk Information System (IRIS) Update Project;
Announcement of 2009/2010 Agenda

AGENCY: Environmental Protection Agency.

ACTION: Notice of 2009/2010 IRIS Update Project and request for
information.

SUMMARY: The U.S. Environmental Protection Agency (EPA) is announcing
the establishment of the Integrated Risk Information System (IRIS)
Update Project. The purpose of the IRIS Update Project is to revisit a
portion of the dose-response assessment values with a posting date on
the IRIS database that is more than 10 years old. IRIS is an EPA data
base containing human health risk information on possible adverse
health effects that may result from chronic or long-term exposures to
chemical substances found in the environment. This Federal Register
notice (FRN) also announces the IRIS Update Project's 2009/2010 agenda
and requests submission of new and relevant scientific information on
health effects for the identified assessments listed in the Project's
2009/2010 agenda.
    While EPA is not expressly soliciting comments on this notice, the
Agency will accept information related to the substances included
herein. Please submit any information in accordance with the
instructions provided below.

DATES: Information must be submitted within 60 days of the publication
of this notice. The 60-day period begins October 21, 2009 and ends
December 21, 2009. Technical comments should be in writing and must be
received by EPA by December 21, 2009.

Board (SAB) Staff Office announces a public meeting of the Clean Air
Scientific Advisory Committee (CASAC) Carbon Monoxide Review Panel to
peer review EPA's Integrated Science Assessment for Carbon Monoxide:
Second External Review Draft (September 2009) and EPA's Risk and
Exposure Assessment to Support the Review of the Carbon Monoxide
Primary National Ambient Air Quality Standards--First External Review
Draft (October 2009). The chartered CASAC will subsequently hold a
public teleconference to review and approve the Panel's reports.

DATES: The public meeting will be held on Monday, November 16, 2009
from 8:30 a.m. to 5 p.m. (Eastern Time) and Tuesday, November 17, 2009
from 8 a.m. to 3 p.m. (Eastern Time). The public teleconference will be
held on December 22, 2009 from 10 a.m. to 12 p.m. (Eastern Time).

Pesticide Registrations To Terminate Use of Certain Products

AGENCY: Environmental Protection Agency (EPA).

ACTION: Notice.

SUMMARY: In accordance with section 6(f)(1) of the Federal Insecticide,
Fungicide, and Rodenticide Act (FIFRA), as amended, EPA is issuing a
notice of receipt of a request by the registrant to voluntarily cancel
their registrations to terminate uses of pet collar products containing
the pesticide carbaryl. The request would terminate carbaryl use in or
on pet collars for domestic pets, and would terminate the last carbaryl
pet products registered for use in the United States. EPA intends to
grant this request at the close of the comment period for this
announcement unless the Agency receives substantive comments within the
comment period that would merit its further review of the request, or
unless the registrant withdraws its request within the comment period.
Upon acceptance of this request, any sale, distribution, or use of
products listed in this notice will be permitted only if such sale,
distribution, or use is consistent with the terms as described in the
final order.

SUMMARY: In this advance notice of proposed rulemaking (ANPR), OSHA is
requesting comments, including data and other information, on issues
related to the hazards of combustible dust in the workplace. For the
purposes of this notice, the term ``combustible dust'' includes all
combustible particulate solids of any size, shape, or chemical
composition that could present a fire or deflagration hazard when
suspended in air or other oxidizing medium. OSHA plans to use the
information received in response to this notice in developing a
proposed standard for combustible dust.

Organization's Technical Instructions for the Safe Transport of

nominations of qualified candidates to be considered for appointments
to fill vacancies on the Environmental Financial Advisory Board.

revolving loan funds, environmental infrastructure financing, state/
local government, Tribal representatives and non-profit environmental
group, corporate finance and investment banking, public-private

National Primary Drinking Water Regulations: Drinking Water
Regulations for Aircraft Public Water Systems

AGENCY: Environmental Protection Agency (EPA).

SUMMARY: The Environmental Protection Agency is establishing Federal
drinking water requirements (known as national primary drinking water
regulations or NPDWRs) for aircraft public water systems (hereafter,
aircraft water systems) under the Safe Drinking Water Act (SDWA).
Federal drinking water standards were primarily designed to regulate
water quality in stationary public water systems, and the application
of these requirements to mobile water systems with the capability of
flying throughout the world has created implementation challenges. This
final rule's requirements are intended to tailor existing health-based
drinking water standards to the unique characteristics of aircraft
water systems for the enhanced protection of public health against
illnesses attributable to microbiological contamination. EPA believes
that this approach will better protect public health while building
upon existing aircraft operations and maintenance programs, better
coordinate Federal programs that regulate aircraft water systems, and
minimize disruptions of aircraft flight schedules.

DATES: This rule is effective November 18, 2009. For judicial review
purposes, this final rule is promulgated as of October 19, 2009.

Protection of Stratospheric Ozone: New Substitute in the Motor
Vehicle Air Conditioning Sector Under the Significant New Alternatives
Policy (SNAP) Program

AGENCY: Environmental Protection Agency (EPA).

SUMMARY: The Clean Air Act requires the Environmental Protection Agency
(EPA) to review alternatives for ozone-depleting substances and to
approve of substitutes that do not present a risk more significant than
other alternatives that are available. Under that authority, the
Significant New Alternatives Policy (SNAP) program of EPA proposes to
expand the list of acceptable substitutes for ozone-depleting
substances (ODS). The substitute addressed in this proposal is for the
motor vehicle air conditioning (MVAC) end-use within the refrigeration
and air-conditioning sector. EPA proposes to find HFO-1234yf
acceptable, subject to use conditions as a substitute for CFC-12 in
motor vehicle air conditioning. The proposed substitute is a non ozone-
depleting gas and consequently does not contribute to stratospheric
ozone depletion.

DATES: Comments must be received on or before December 18, 2009, unless
a public hearing is requested. Comments must then be received on or
before January 4, 2010. Any party requesting a public hearing must

Modification to 2008 National Pollutant Discharge Elimination

SUMMARY: EPA Regions 1, 2, 3, 5, 6, 7, 8, 9, and 10 today are proposing
for public comment a modification to the 2008 National Pollutant
Discharge Elimination System (NPDES) general permits for stormwater
discharges associated with construction activity in order to extend by
one-year the expiration date of the permit. Hereinafter, these NPDES
general permits will be referred to as ``permit'' or ``2008
construction general permit'' or ``2008 CGP.'' The 2008 CGP was
originally issued for a period not to exceed two (2) years. Today, EPA
proposes to modify the CGP in order to extend the 2 year term of the
2008 CGP by one year so that it expires on June 30, 2011, instead of
June 30, 2010. If EPA finalizes this action, the 2008 CGP will be in
effect for a period of three (3) years. By Federal law, no NPDES permit
may be issued for a period that exceeds five (5) years.

DATES: Comments on EPA's proposal, including the draft permit, must be
postmarked by November 18, 2009. If finalized as proposed, EPA would be
extending the expiration date of the 2008 CGP until midnight June 30,
2011.

Review of the National Ambient Air Quality Standards for Ozone

SUMMARY: On or about October 1, 2009, the National Center for
Environmental Assessment (NCEA) and the Office of Air Quality Planning
and Standards (OAQPS) of EPA is making available for public review and
comment a draft document titled Integrated Review Plan for the Ozone
National Ambient Air Quality Standards Review--External Review Draft.
    This document contains the plans for the new periodic review of the
air quality criteria for ozone (O3)-related effects on public health
and public welfare and the current O3 standards or any revised
standards that may result from the reconsideration of the 2008 O3
standards. This draft Integrated Review Plan (IRP) is being released
for the purpose of consulting with the Clean Air Scientific Advisory
Committee (CASAC) of EPA's Science Advisory Board 1 and
obtaining public comment on the Agency's plans. The final IRP will be
informed by comments received from the CASAC and the public. The draft
IRP will be posted on the Agency's Technology Transfer Network (TTN)
