Chlorpyrifos Physiologically-Based Pharmacokinetic/Pharmacodynamic
(PBPK/PD) Modeling linked to the Cumulative and Aggregate Risk
Evaluation System (CARES). The meeting was announced in the Federal

SUMMARY: Under the Federal Advisory Committee Act, Public Law 92-463,
EPA gives notice of a meeting of the National Advisory Committee (NAC)
and Governmental Advisory Committee (GAC) to the U.S. Representative to
the North American Commission for Environmental Cooperation (CEC). The
National and Governmental Advisory Committees advise the EPA
Administrator in her capacity as the U.S. Representative to the CEC
Council. The Committees are authorized under Articles 17 and 18 of the
North American Agreement on Environmental Cooperation (NAAEC), North
American Free Trade Agreement Implementation Act, Public Law 103-182,
and as directed by Executive Order 12915, entitled ``Federal
Implementation of the North American Agreement on Environmental
Cooperation.'' The NAC is composed of 12 members representing academia,
environmental non-governmental organizations, and private industry. The
GAC consists of 12 members representing state, local, and Tribal
governments. The Committees are responsible for providing advice to the
U.S. Representative on a wide range of strategic, scientific,
technological, regulatory, and economic issues related to
implementation and further elaboration of the NAAEC.
    The purpose of the meeting is to provide advice on the CEC's 2011
Draft Operational Plan, the CEC's 2010-2015 Strategic Plan, and learn
about regional environmental issues. The meeting will also include a

DATES: The National and Governmental Advisory Committees will hold an

Fossil Fuel-Generated Energy Consumption Reduction for New
Federal Buildings and Major Renovations of Federal Buildings

AGENCY: Office of Energy Efficiency and Renewable Energy, Department of
Energy.

ACTION: Notice of proposed rulemaking.

SUMMARY: The U.S. Department of Energy (DOE) is publishing this notice
of proposed rulemaking to implement provisions of the Energy
Conservation and Production Act, as amended by the Energy Independence
and Security Act of 2007 that require DOE to establish revised
performance standards for the construction of all new Federal
buildings, including commercial buildings, multi-family high-rise
residential buildings and low-rise residential buildings. The
provisions in this notice of proposed rulemaking specifically address
the reduction of fossil fuel-generated energy consumption in new
Federal buildings and Federal buildings undergoing major renovations.
This proposed rule also addresses how agencies other than the General
Services Administration (GSA) may petition DOE for a downward
adjustment of the requirements if they believe meeting the full fossil
fuel-generated energy consumption reduction level is technically
impracticable in light of the specified functional needs for that
building.

DATES: Public comments on this proposed rule will be accepted until
December 14, 2010. DOE will hold a public meeting on Friday, November
12, 2010, from 9 a.m. to 5 p.m., in Washington, DC. Interested persons
who wish to speak at the public meeting should e-mail or phone Ms.
Brenda Edwards by 4:30 p.m., Friday, October 29, 2010. DOE must receive
a signed original and an electronic copy of statements to be given at
the public meeting before 4 p.m., Friday, November 5, 2010.

SUMMARY: This final rule establishes a new subpart under the Bureau of
Ocean Energy Management, Regulation and Enforcement (BOEMRE)
regulations to require operators to develop and implement Safety and
Environmental Management Systems (SEMS) for oil and gas and sulphur
operations in the Outer Continental Shelf (OCS). This rulemaking will
incorporate in its entirety and make mandatory the American Petroleum
Institute's Recommended Practice 75, Development of a Safety and
Environmental Management Program for Offshore Operations and
Facilities, with respect to operations and activities under the
jurisdiction of BOEMRE. This final rule will apply to all OCS oil and
gas and sulphur operations and the facilities under BOEMRE jurisdiction
including drilling, production, construction, well workover, well
completion, well servicing, and DOI pipeline activities. The importance
of this final rule is highlighted by the Deepwater Horizon event on
April 20, 2010. Although the cause of the event is presently under
investigation, it further illustrates the importance of ensuring safe
operations on the OCS. BOEMRE believes that requiring operators to
implement SEMS will reduce the risk and number of accidents, injuries,
and spills during OCS activities.

DATES: Effective Date: This rule becomes effective on November 15,
2010. The incorporation by reference of the publication listed in the
regulation is approved by the Director of the Federal Register as of
November 15, 2010.

SUMMARY: The purpose of this SEIS (OCS EIS/EA BOEMRE 2010-034) is to
provide new analysis in accordance with the United States (U.S.)
District Court for the District of Alaska Order remanding the BOEMRE's
Chukchi Sea Lease Sale 193 Final EIS (FEIS) (OCS EIS/EA MMS 2007-0026).
The District Court's Order instructs the BOEMRE to address three
concerns: (1) Analyze the environmental impact of natural gas
development; (2) determine whether missing information identified by
BOEMRE in the 193 FEIS was essential or relevant under 40 CFR 1502.22;
and (3) ``determine whether the cost of obtaining the missing
information was exorbitant, or the means of doing so unknown.''

Statement of Organization, Functions, and Delegations of
Authority

    Part J (Agency for Toxic Substances and Disease Registry) of the
Statement of Organization, Functions, and Delegations of Authority of
the Department of Health and Human Services (50 FR 25129-25130, dated
June 17, 1985, as amended most recently at 73 FR 20293, dated April 15,
2008) is amended to reflect the reorganization of the Agency for Toxic
Substances and Disease Registry.
    Section J-B, Organization and Functions, is hereby amended as
follows: After the title and function statement for the Office of
Policy, Planning, and Evaluation (JAA3), Office of the Director (JAA),
Office of the Administrator (JA), Agency for Toxic Substances and
Disease Registry (J), insert the following:
    Office of Communication (JAA7). The Office of Communication (OC):
(1) Serves as the principal advisor to the Agency Assistant
Administrator and divisions on communication and marketing science,
research, practice, and public affairs; (2) leads agency strategic
planning for communication and marketing science and public affairs
programs and projects; (3) analyzes context, situation, and environment
to inform agency-wide communication and marketing programs and
projects; (4) ensures use of scientifically sound research for
marketing and communication programs and projects;
(5) ensures accurate, accessible, timely, and effective translation of
science for use by multiple audiences; (6) leads identification and
implementation of information dissemination channels; (7) provides
communication and marketing project management expertise; (8)
collaborates with external organizations and the news, public service,
and entertainment and other media to ensure that scientific findings
and their implications for public health reach the intended audiences;
(9) collaborates closely with divisions to produce materials tailored
to meet the requirements of news and other media channels, including
press releases, letters to the editor, public service announcements,
television programming, video news releases, and other electronic and
printed materials; (10) coordinates the development and maintenance of
accessible public information through the Internet, social media and
other applicable channels; (11) supervises and manages a comprehensive
records management activity in accordance with National Archives and
Records Administration standards and CERCLA legislative requirements;
(12) provides training and technical assistance in the areas of health
communication, risk communication, social marketing, and public
affairs; (13) provides editorial services, including writing, editing,
and technical editing; (14) supervises and manages OC activities,
programs, and staff; (15) serves as liaison to internal and external
groups to advance the agency's mission; (16) collaborates with the CDC
Office of the Associate Director for Communication on media relations,
electronic communication, health media production, and brand management
activities; and (17) collaborates with CDC Centers/Institute/Offices in
the development of marketing communications targeted to populations
that would benefit from a cross-functional approach.

Oil Pollution Prevention; Spill Prevention, Control, and
Countermeasure (SPCC) Rule--Compliance Date Amendment

AGENCY: Environmental Protection Agency.

ACTION: Final rule.

SUMMARY: The U.S. Environmental Protection Agency (EPA or the Agency)
is promulgating a new compliance date of November 10, 2011 by which
certain facilities must prepare or amend their Spill Prevention,
Control, and Countermeasure (SPCC) Plans, and implement those Plans,
providing an additional year for certain facilities. This action allows
additional time for those affected in the regulated community to
understand the revisions to the SPCC rule finalized in December 2008
and November 2009. However, EPA is not extending the compliance date
for drilling, production or workover facilities that are offshore or
that have an offshore component, or for onshore facilities required to
have and submit Facility Response Plans (FRPs). Additionally, the
Agency is delaying the compliance date by which facilities must address
milk and milk product containers, associated piping and appurtenances
that are constructed according to the current applicable 3-A Sanitary
Standards, and subject to the current applicable Grade ``A''
Pasteurized Milk Ordinance (PMO) or a State dairy regulatory
requirement equivalent to the current applicable PMO. The date by which
the owner or operator of a facility must comply with the SPCC
requirements for these milk and milk product containers is delayed one
year from the effective date of a final rule specifically addressing
these milk and milk product containers, associated piping and
appurtenances, or as specified by a rule that otherwise establishes a
compliance date for these facilities. Both the extension and delay of
the compliance date provide time for certain facilities to undertake
the actions necessary to prepare or amend their SPCC Plans, as well as
implement them.

Standards of Performance for New Stationary Sources and Emission

SUMMARY: This action proposes how EPA will address Clean Air Act
requirements to establish new source performance standards for new
units and emission guidelines for existing units for specific
categories of solid waste incineration units. In previous actions, EPA
has promulgated new source performance standards and emission
guidelines for large municipal waste combustion units, small municipal
waste combustion units, commercial and industrial solid waste
incineration units, and other solid waste incineration units. These
actions did not establish emission standards for sewage sludge
incineration units. In this action, EPA is proposing new source
performance standards and emission guidelines for sewage sludge
incineration units.

DATES: Comments. Comments must be received on or before November 15,
2010, unless a public hearing is held. If a public hearing is held,
then comments must be received on or before November 29, 2010. Under
the Paperwork Reduction Act, since the Office of Management and Budget
is required to make a decision concerning the information collection
request between 30 and 60 days after October 14, 2010, a comment to the
Office of Management and Budget is best assured of having its full
effect if the Office of Management and Budget receives it by November
15, 2010.

SUMMARY: The U.S. Environmental Protection Agency (EPA) has convened a
regulatory workgroup to evaluate potential long-term revisions to EPA's
regulations for the control of lead and copper in drinking water. This
set of regulations is known as the Lead and Copper Rule (LCR). EPA is
holding a stakeholder meeting to provide information to the public and
an opportunity for the public to provide input on potential revisions
to the LCR under consideration by the Agency. Discussion topics may
include but are not limited to lead service line replacement, actions
that could be taken at schools and monitoring procedures and sample
site selection. Teleconferencing will be available for individuals
unable to attend the meeting in person.

DATES: The public meeting will be held on Thursday, November 4, 2010 (9

Product Cancellation Order for Certain Pesticide Registrations

AGENCY: Environmental Protection Agency (EPA).

SUMMARY: This notice announces EPA's order for the cancellations,
voluntarily requested by the registrant and accepted by the Agency, of
the products listed in Table 1 of Unit II, pursuant to section 6(f)(1)
of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), as
amended. This cancellation order follows a February 2, 2010, Federal
Register Notice of Receipt of Requests from the registrant listed in
Table 2 of Unit II., to voluntarily cancel these product registrations.
This cancellation order also follows an April 7, 2010, Federal Register
notice, which includes (in part) duplicative notice of the same
requests. With respect to the products that are the subject of this
order, the duplicative portions of the April 7, 2010, notice were
issued in error and are hereby withdrawn. In the February 2, 2010,
notice, EPA indicated that it would issue an order implementing the
cancellations, unless the Agency received substantive comments within
the 180-day comment period that would merit its further review of these
requests, or unless the registrant withdrew their request. The Agency
received comments on the notice but none merited its further review of
the requests. Further, the registrant did not withdraw their request.
Accordingly, EPA hereby issues in this notice a cancellation order
granting the requested cancellations. Any distribution, sale, or use of
the products subject to this cancellation order is permitted only in
accordance with the terms of this order, including any existing stock
provisions.

SUMMARY: This interim final rule implements certain safety measures
recommended in the report entitled, ``Increased Safety Measures for
Energy Development on the Outer Continental Shelf'' (Safety Measures
Report), dated May 27, 2010. The President directed the Department of
the Interior to develop the Safety Measures Report to identify measures
necessary to improve the safety of oil and gas exploration and
development on the Outer Continental Shelf in light of the Deepwater
Horizon event on April 20, 2010, and resulting oil spill. To implement
the practices recommended in the Safety Measures Report, the Bureau of
Ocean Energy Management, Regulation and Enforcement is amending
drilling regulations related to well control, including: subsea and
surface blowout preventers, well casing and cementing, secondary
intervention, unplanned disconnects, recordkeeping, well completion,
and well plugging.

DATES: Effective Date: This rule becomes effective on October 14, 2010.
The incorporation by reference of the publication listed in the
regulations is approved by the Director of the Federal Register as of
October 14, 2010. Submit comments on the interim final rule by December
13, 2010. BOEMRE may not fully consider comments received after this
date. Submit comments to the Office of Management and Budget on the
information collection burden in this rule by December 13, 2010.

Indiana Michigan Power Company; Notice of Consideration of
Issuance of Amendment to Facility Operating License, Proposed No
Significant Hazards Consideration Determination, and Opportunity for a
Hearing

    The U.S. Nuclear Regulatory Commission (the Commission) is
considering issuance of an amendment to Facility Operating License Nos.
DPR-58 and DPR-74 issued to Indiana Michigan Power Company (the
licensee) for operation of the Donald C. Cook Nuclear Plant, Units 1
and 2, respectively, located in Berrien County, Michigan.
    The proposed amendment would delete the Technical Specification
(TS) requirements for the containment hydrogen recombiners and hydrogen
monitors. The proposed TS changes support implementation of the
revision to Title 10 of the Code of Federal Regulations (10 CFR),
Section 50.44, ``Standards for Combustible Gas Control System in Light-
Water-Cooled Power Reactors,'' that became effective on October 16,
2003. The proposed changes are consistent with Revision 1 of the NRC-
approved Industry/Technical Specification Task Force (TSTF) Standard
Technical Specification Change Traveler, TSTF-447, ``Elimination of
Hydrogen Recombiners and Change to Hydrogen and Oxygen Monitors.'' In
addition to the changes related to requirements for the hydrogen
recombiners and monitors, the amendment application includes other
administrative changes directly resulting from deletion of the
aforementioned TS requirements.
    Before issuance of the proposed license amendment, the Commission
will have made findings required by the Atomic Energy Act of 1954, as
amended (the Act), and the Commission's regulations.
    The Commission has made a proposed determination that the amendment
request involves no significant hazards consideration. Under the
Commission's regulations in 10 CFR 50.92, this means that operation of
the facility in accordance with the proposed amendment would not (1)
involve a significant increase in the probability or consequences of an
accident previously evaluated; or (2) create the possibility of a new
or different kind of accident from any accident previously evaluated;
or (3) involve a significant reduction in a margin of safety. As
required by 10 CFR 50.91(a), the licensee has provided its analysis of the issue of no
significant hazards consideration, . . .
 
   If a hearing is requested, the Commission will make a final
determination on the issue of no significant hazards consideration. The
final determination will serve to decide when the hearing is held. If
the final determination is that the amendment request involves no
significant hazards consideration, the Commission may issue the
amendment and make it immediately effective, notwithstanding the
request for a hearing. Any hearing held would take place after issuance
of the amendment. If the final determination is that the amendment
request involves a significant hazards consideration, any hearing held
would take place before the issuance of any amendment.
    All documents filed in NRC adjudicatory proceedings, including a
request for hearing, a petition for leave to intervene, any motion or
other document filed in the proceeding prior to the submission of a
request for hearing or petition to intervene, and documents filed by
interested governmental entities participating under 10 CFR 2.315(c),
must be filed in accordance with the NRC E-Filing rule (72 FR 49139,
August 28, 2007). The E-Filing process requires participants to submit
and serve all adjudicatory documents over the internet, or in some
cases to mail copies on electronic storage media. Participants may not
submit paper copies of their filings unless they seek an exemption in
accordance with the procedures described below.
    To comply with the procedural requirements of E-Filing, at least
ten (10) days prior to the filing deadline, the participant should
contact the Office of the Secretary by e-mail at
hearing.docket@nrc.gov, or by telephone at (301) 415-1677, to request
(1) a digital ID certificate, which allows the participant (or its
counsel or representative) to digitally sign documents and access the
E-Submittal server for any proceeding in which it is participating; and
(2) advise the Secretary that the participant will be submitting a
request or petition for hearing (even in instances in which the
participant, or its counsel or representative, already holds an NRC-
issued digital ID certificate). Based upon this information, the
Secretary will establish an electronic docket for the hearing in this
proceeding if the Secretary has not already established an electronic
docket.
    Information about applying for a digital ID certificate is
available on NRC's public Web site at http://www.nrc.gov/site-help/e-
submittals/apply-certificates.html
. System requirements for accessing
the E-Submittal server are detailed in NRC's ``Guidance for Electronic
Submission,'' which is available on the agency's public Web site at

attempt to use other software not listed on the Web site, but should
note that the NRC's E-Filing system does not support unlisted software,
and the NRC Meta System Help Desk will not be able to offer assistance
in using unlisted software.
    If a participant is electronically submitting a document to the NRC
in accordance with the E-Filing rule, the participant must file the
document using the NRC's online, Web-based submission form. In order to
serve documents through EIE, users will be required to install a Web
browser plug-in from the NRC Web site. Further information on the Web-
based submission form, including the installation of the Web browser
plug-in, is available on the NRC's public Web site at http://

.
    Once a participant has obtained a digital ID certificate and a
docket has been created, the participant can then submit a request for
hearing or petition for leave to intervene. Submissions should be in
Portable Document Format (PDF) in accordance with NRC guidance
available on the NRC public Web site at http://www.nrc.gov/site-help/e-
submittals.html
. A filing is considered complete at the time the
documents are submitted through the NRC's E-Filing system. To be
timely, an electronic filing must be submitted to the E-Filing system
no later than 11:59 p.m. Eastern Time on the due date. Upon receipt of
a transmission, the E-Filing system time-stamps the document and sends
the submitter an e-mail notice confirming receipt of the document. The
E-Filing system also distributes an e-mail notice that provides access
to the document to the NRC Office of the General Counsel and any others
who have advised the Office of the Secretary that they wish to
participate in the proceeding, so that the filer need not serve the
documents on those participants separately. Therefore, applicants and
other participants (or their counsel or representative) must apply for and receive a digital ID certificate before a hearing request/petition to intervene is filed
so that they can obtain access to the document via the E-Filing system.
    A person filing electronically using the agency's adjudicatory E-
Filing system may seek assistance by contacting the NRC Meta System
Help Desk through the ``Contact Us'' link located on the NRC Web site

requesting authorization to continue to submit documents in paper
