Potential for Oil Shale Development; Withdrawal of the Call for

SUMMARY: On January 15, 2009, the BLM published in the Federal Register
a notice entitled ``Potential for Oil Shale Development; Call for
Nominations--Oil Shale Research, Development, and Demonstration (R, D,
and D) Program'' (see 74 FR 2611). The new Administration intends to
review and reconsider certain aspects of the current solicitation,
including lease acreage and the rules that would govern conversion of
an R, D, and D lease to a commercial lease, particularly those related
to royalty rates. To ensure a fair return to the public for potential
commercial development of these Federal resources, the Administration
has determined that further information is needed. Accordingly, the BLM
is seeking public comment on the terms and conditions of any future oil
shale R, D, and D leases that it may issue. The BLM therefore withdraws
the January 15, 2009, solicitation of the nomination of parcels to be
leased for R, D, and D of oil shale recovery technologies in Colorado,
Utah, and Wyoming.

DATES: The withdrawal is effective February 27, 2009. Please submit
comments on the terms and conditions of any future oil shale R, D, and
D leases no later than May 28, 2009 to assure that they are considered.

National Emission Standards for Hazardous Air Pollutants for Area

ACTION: Withdrawal of direct final rule.

SUMMARY: On December 1, 2008, EPA issued direct final amendments to the
national emission standards for hazardous air pollutants (NESHAP) for
Electric Arc Furnace Steelmaking Facilities. These amendments were
issued as a direct final rule, along with a parallel proposal to be
used as the basis for final action in the event EPA received any
adverse comments on the direct final amendments. Because an adverse
comment was received, EPA is withdrawing the direct final rule.

DATES: As of February 26, 2009, EPA withdraws the direct final rule
published at 73 FR 72727 on December 1, 2008.

of spiromesifen in or on tomato, paste. Bayer CropScience requested
these tolerances under the Federal Food, Drug, and Cosmetic Act
(FFDCA).

EPA to pilot in EPA Region 1 (New England) an approach to assessing the
effectiveness of compliance assistance in improving environmental

SUMMARY: We, the U.S. Fish and Wildlife Service (Service), designate
revised critical habitat for the contiguous United States distinct
population segment of the Canada lynx (Lynx canadensis) (lynx) under
the Endangered Species Act of 1973, as amended (Act). In total,
approximately 39,000 square miles (mi2) (101,010 square
kilometers (km2)) fall within the boundaries of the revised
critical habitat designation, in five units in the States of Maine,
Minnesota, Montana, Wyoming, Idaho, and Washington.

DATES: This rule becomes effective on March 27, 2009.

SUMMARY: In 2001, EPA finalized a new, major program for highway heavy-
duty engines. That program, the Clean Diesel Trucks and Buses program,
will result in the introduction of advanced emissions control systems
such as catalyzed diesel particulate filters (DPF) and catalysts
capable of reducing harmful nitrogen oxide (NOX) emissions.
This final rule will require that these advanced emissions control
systems be monitored for malfunctions via an onboard diagnostic system
(OBD), similar to those systems that have been required on passenger
cars since the mid-1990s. This final rule will require manufacturers to
install OBD systems that monitor the functioning of emission control
components and alert the vehicle operator to any detected need for
emission related repair. This final rule will also require that
manufacturers make available to the service and repair industry
information necessary to perform repair and maintenance service on OBD
systems and other emission related engine components. Lastly, this
final rule revises certain existing OBD requirements for diesel engines
used in heavy-duty vehicles under 14,000 pounds.

DATES: This rule is effective on April 27, 2009. The incorporation by
reference of certain publications listed in this regulation is approved
by the Director of the Federal Register as of April 27, 2009.

SUMMARY: Pursuant to the provisions of the Federal Advisory Committee
Act, Public Law 92-463, notice is hereby given that the next meeting of
the Children's Health Protection Advisory Committee (CHPAC) will be
held March 10-12, 2008 at The Arlington Court Suites, Arlington, VA.
The CHPAC was created to advise the Environmental Protection Agency on
science, regulations, and other issues relating to children's
environmental health.

DATES: The CHPAC will meet on Tuesday, March 10, Wednesday, March 11,
and Thursday, March 12, 2009 at The Arlington Court Suites.

SUMMARY: We, the U.S. Fish and Wildlife Service (Service), will host an
optional Wind Turbine Guidelines Advisory Committee (Committee) meeting
via Webcast and teleconference, on March 13, 2009. This meeting is open
to the public but will be limited to 75 public participants. The
meeting agenda will include a briefing by the Synthesis Subcommittee to
the full Committee on the latest draft Recommendations to the Secretary
of the Interior.

DATES: Meeting: The meeting will take place on March 13, 2009, from 12
to 2 p.m. Eastern Time.
